Dear VSAP Members, Family, and Friends,

As the spring blooms in the beautiful landscapes of Virginia, it brings with it the promise of learning, connection, and growth.  It is with great excitement and anticipation that we invite you to the Virginia State Association of Parliamentarians Annual Convention, happening April 20-21, 2024, at the scenic city of Charlottesville, Virginia.

This year, we are embracing the theme “Bridging Traditions: The Evolution of Parliamentary Law,” a testament to our enduring commitment to the principles of parliamentary procedure and our eagerness to explore its dynamic evolution.  This theme not only honors our rich heritage but also underscores our pursuit of adapting and innovating for the future.

We are particularly thrilled to announce a special lecture set against the historic backdrop of Monticello, the esteemed home of Thomas Jefferson.  Here, we will delve into Jefferson’s Parliamentary Procedure Manual, exploring its foundational impact on our democratic processes and its lasting relevance in today’s society.  This unique experience promises to be a highlight, offering profound insights amidst the grandeur of one of our nation’s most treasured landmarks.

Our convention is more than just a gathering; it is a celebration of our collective passion for parliamentary procedure and a shared commitment to excellence in governance. It is a time to reconnect with old friends, make new ones, and immerse ourselves in the camaraderie and support that defines our association.

Call to Convention: 2023 VSAP Convention

Official Meeting Notice

I, Beatrice Squire, PRP, President of the Virginia State Association of Parliamentarians (VSAP), hereby give notice that the Annual Convention of VSAP will occur April 29-30, 2023, at the Richmond Marriott Short Pump, 4240 Dominion Boulevard, Glen Allen, Virginia 23060.  The Convention will be called to order at 9:30 am on April 29, 2023.  Please visit https://vsap2023.eventbrite.com to register for the Convention and pay the registration fee or submit the attached registration form.

Delegate Credentialing

Unit/Club Delegates: Each Unit and Club receives one (1) delegate for its first five (5) primary members or major fraction thereof, and one (1) delegate for each additional five (5) members or major fraction thereof.  Unit/Club Presidents must certify the name(s) and email address(es) of their delegate(s) via the attached form by April 1, 2023.

Member-At-Large Delegates: The VSAP President will appoint members-at-large to voting delegate slots on a first come, first serve basis.

Ex-Officio Delegates: Ex-Officio Delegates (Officers, Past Presidents, etc.) will be credentialed automatically upon registration.

Nominating Committee Slate

The Nominating Committee recommends that the following individuals be elected:

  • President – Donald Garrett
  • Second Vice President – Flint Lewis
  • Secretary -Jacqueline Roundtree
  • Treasurer – Arlene Skinner

The Nominating Committee also recommends the following amendment to the Bylaws:

In Article VI, Section 5, para. B, strike out “No officer shall succeed himself/herself in the same office” and insert in its place “No officer may serve more than two (2) consecutive terms in the same office” to allow Arlene Skinner to succeed herself as Treasurer.

Proposed Bylaws Amendments

The Bylaws Committee reports that it has received the following two proposed bylaws amendments pursuant to Article XIV, Section 1 of the VSAP Bylaws:

1)         Amend Article VII, Section 2 by striking “Club and” and inserting “Club. Annual and Special Meetings.”

2)         Amend Article XIV, Section 1 by striking “the Annual Association” and inserting “a.”
